1. Introduction

Deutsche Börse Group will perform the production migration of the trading venue Börse Frankfurt including Börse Frankfurt Zertifikate (MIC: XFRA) to the modern T7 trading infrastructure on 9 March 2020

A support window for T7 Börse Frankfurt prior to the final migration will be provided on Saturday, 7 March 2020, between 14:00 and 16:00 CET. Connectivity testing and preparation for the production launch during the support window is strongly recommended for all Participants and Multi-Member Service Providers. 

This circular outlines the most important topics for the go-live preparation during the refresh week (from 2 March to 6 March 2020) that should be considered for the production launch of T7 Börse Frankfurt as well as details about the support window on 7 March 2020.

2. Required action

Participants are requested to perform the following tasks not later than Friday, 28 February 2020:

  • complete and return the Production Readiness Statement for the T7 Börse Frankfurt migration and register a Technical Contact for the support window (see section G.).

and

  • enter details of the contact person who will be available during the support window in the Cash Market Member Section of the Xetra website www.xetra.com under “Release Contacts” (see section F.)

3. Details

A. Refresh week

Date Action

2 March until 6 March 2020 No order/quote activities will be possible

On 2 March 2020, an additional clean-up of participant and user data will take place based on the existing Börse Frankfurt production trading system data as of 21 February 2020.

This clean-up includes:

  • Business Unit (BU) and User deletion of
    - Simulation only Members and their associated users
    - Vendors and Service Providers and their associated users
    - Users not set up in the current Börse Frankfurt trading production system
  • User data will be refreshed. Please note that existing T7 user names, technical IDs and passwords will not be changed during this additional user and member reference data update.
    Please note: All Members who have not set a new password during the T7 Börse Frankfurt Pre-Production are requested to enter a new password in T7 Börse Frankfurt before the start of production on 9 March 2020.
  • New BUs and Users, which are set up in the current Börse Frankfurt trading production that are neither Vendors nor Service Providers, will be set up in T7 Börse Frankfurt in case they were not part of the Pre-Production setup from October 2019.
  • Refresh of the Trading BU Entitlement
    The following roles on BU level will be aligned according to the RAL setup in the current Börse Frankfurt trading production system:

- CASH TRADER
- TES TRADER
- TES BROKER
- CASH SPECIALIST

During the refresh week, the entry of orders and quotes in the Pre-Production environment will no longer be possible. The FIX and ETI gateways will be available for session login only. Furthermore, please note that the submission of ETI heartbeat messages (HeartBtInt - 108) will be mandatory as of 3 March 2020 in T7 Börse Frankfurt production. 

The T7 Börse Frankfurt simulation environment will be available during the refresh week to provide participants with additional testing opportunities.  

B. Preparations for Friday, 6 March 2020 and Saturday, 7 March 2020

Friday, 6 March 2020 will be the final production trading day of the trading venue Börse Frankfurt including Börse Frankfurt Zertifikate on the Xetra trading system.

All orders of the trading venue Börse Frankfurt including Börse Frankfurt Zertifikate on the Xetra trading system will be deleted during the end-of-day processing of Friday, 6 March 2020.

The deletions will have the time stamp 23:59:58 and can be identified as follows: 

  • FIX Execution Report – ExecRestatementReason 6 (Cancel on Trading Halt)
  • ETS Trade Notifications – TrnReasonCode “SUS” + trnTim 23:59:58.99
  • TC540 Daily Order Maintenance – rsnOrdrDel is „SUS“ + trnTim 23:59:58
  • VALUES Trade Confirmation – trnTim 23:59:58.99

Reports for the business day 6 March 2020 will be distributed at the usual time. Please note that reports CB142, CB150, CB242, CB250, CB243 and CB253 for the business day 6 March 2020 will be available on Monday, 9 March 2020, by 11:00 CET.

On Saturday, 7 March 2020, Deutsche Börse will prepare the T7 Börse Frankfurt production environment. The reference data for business day 9 March 2020 will be available via RDI and via the CRE and the Xetra website www.xetra.com following the start of the system prior to the support window on 7 March 2020.

C. Support window for T7 Börse Frankfurt on Saturday, 7 March 2020

The T7 Börse Frankfurt support window will be provided on Saturday, 7 March 2020, between 14:00 and 16:00 CET. Although the existing (FIX) Gateway infrastructure as well as multicast addresses, which have been established for Pre-Production will be transferred one-to-one to Production, preparation of the production launch during the support window is strongly recommended for all Participants and Multi-Member Service Providers to ensure connectivity for the start of trading on Monday, 9 March 2020. Please make sure that contact persons will be available to perform the login to the T7 Börse Frankfurt production system (e.g. T7 Trader and/or Admin GUI and third-party applications).

At this time, the T7 Börse Frankfurt production system will be available for connectivity testing on the RDI, ETI, MDI and EOBI interfaces and for login via T7 Admin GUI, T7 Trader GUI and T7 Clearer GUI. The FIX and ETI gateways will be available for session login only (no other requests will be possible). No order and quote entries will be possible. Technical and functional heartbeats via the multicast interfaces (RDI, MDI and EOBI) will be disseminated. 

Connectivity can be regarded as successful when

  • a message “Connection Test T7 Börse Frankfurt <hh:mm:ss>” appears with an increasing sequence number in the market news view (news board) of the T7 Trader GUI and the T7 Admin GUI. 
  • successful session and trader login via ETI have been performed.
  • MDI/EOBI/RDI heartbeats have been received.

Deutsche Börse will inform participants about the general progress of the system preparation and availability of the support window via Implementation News on the Xetra website www.xetra.com available under the link:

Following the completion of the support window, the T7 Börse Frankfurt production system, with the exception of the FIX Gateways, will remain available through the entire weekend, but no further support will be provided.

D. Monday, 9 March 2020 – Production start

The first trading day with T7 Börse Frankfurt will start at 05:00 CET (Pre-Trading).

Orders that have been deleted in the end of day processing on the Xetra trading system on 6 March 2020 for the trading venue Börse Frankfurt including Börse Frankfurt Zertifikate, and that would have been valid on 9 March 2020, can be entered during Pre-Trading on the T7 System. 

E. RTS24 short-/long code and Algo certificates

The upload of the RTS24 short-/long codes and the certified Algo IDs for production will be done through the production channels of the Cash Market Member Section or via SFTP as follows:

Upload via the Cash Market Member Section: 

  • In the "Client Identification Upload" mask, the participant selects the market "XFRA" and the environment "Production". As of 6 March 2020 (23:55 CET), all uploads for XFRA will be identified as production files.
  • After uploading, these files will be processed for the CRE XFRA Production Destination (61). 

Upload via the SFTP server: 

  • The participant selects the production IP address of the SFTP client (via Internet: 194.36.239.243, Port 24; via Leased Lines: 193.29.90.71 or 193.29.90.103, Port 2241).
  • The files are uploaded to the "Cash_Market_-_XETR_XFRA" folder.

Using the MIC code in the name of the files, Deutsche Börse can distinguish the files for XETR from XFRA (for example, RTS2420191028XFRAXXXXX...csv_zip). As of 6 March 2020 (23:55 CET), all production uploads for XFRA will be considered as Börse Frankfurt production files.

After uploading, these files will be processed here for the CRE XFRA Production Destination (61). The "Response/Error Files" contain the T7 indicator in their name (e.g. 61RPTTR161XXXXX20191028XFRAT7.TXT).

Please note: The last "Response/Error Files" for Börse Frankfurt – Xetra, for business day 6 March 2020 will be available on 7 March 2020. The first "Response/Error Files" for Börse Frankfurt – T7 for business day 9 March 2020 will be available on 10 March 2020.

The existing data records of RTS24 short-/long codes and Algo IDs in production will remain valid for T7 Börse Frankfurt.

F. Technical contact for the support window

Please enter details of the contact person who will be available during the support window in the Cash Market Member Section of the Xetra website under “Release Contacts” not later than Friday, 28 February 2020, under the path:

Please choose the category “Technical Contact” and make sure to check the box “T7”.

This will ensure that the Support Team will be able to reach you in any emergency between Saturday, 7 March 2020, and production start on Monday, 9 March 2020.

G. Provisioning of the Production Readiness Statement

We kindly ask all Trading Participants to submit the Production Readiness Statement for T7 Börse Frankfurt Release 8.0 by Friday, 28 February 2020, latest. Please note that all Trading Participants are required to provide the Production Readiness Statement. For your convenience, an online submission process has been introduced.

The market status window is an indication regarding the current technical availability of the trading system. It indicates whether news board messages regarding current technical issues of the trading system have been published or will be published shortly.

Detailed information about incident communication, market re-opening procedures and best practices for order and trade reconciliation can be found in the chapters 4.2, 4.3 and 4.5, respectively. We strongly recommend not to take any decisions based on the indications in the market status window but to always check the production news board for comprehensive information on an incident.
